The Clerk of Parliament is the administrative head of the Parliamentary Service, appointed by the National Executive Council on the recommendation of the relevant Parliamentary Committee.
As a Constitutional Office holder, he administers the Service under the direction and guidance of the Speaker of Parliament.
The Clerk is responsible for procedural matters both inside and outside of the Chamber, including the recording of Minutes of Proceedings of Parliament, the safekeeping of records and papers of Parliament and the printing amd distribution of Bills and Notice Papers.
As well as being a specialist in the rules of Parliamentary Procedure and Practice, the Clerk also has an important administrative role in the running of the Service.
The Clerk’s advice is available to the Government as well as the Opposition and individual Members of Parliament.
Functions
The Clerk, whenever necessity arises, reports to the Speaker on:
- Strategic leadership in the management of the Service
- Sound advice during Sessions
- Any alterations in the organization or the staffing of the Service that are in his opinion necessary or economical, or efficient or convenient in the functioning of the Service
- Any alterations that are in his opinion necessary regarding the salaries of any officer or employee under his control
- Any personnel matter
- The administration of the Procurement & Supply Secretariat and Internal Audit function of the Service
- The formulation of project design and monitoring and evaluation of all projects, including negotiation and sound management of donomr funding with relevant agencies
